Officers explained he was under 21 and that his intoxication level did not matter in that case, but the counselor refused to speak with the young man. He was taken to the hospital, where medical staff said he suffered manic depression, and the doctor told officers she had never heard of a counselor not being able to help a person due to intoxication. She told police he would call the counselor after the man was treated and his blood-alcohol level was lowered.
