Portal’s Joseph Lockley, center, is joined by family members as he signs his letter of intent to play football for Georgia State University. This season, Lockley was one of the most valuable players for the Panthers in all aspects of the game. He anchored both the offensive and defensive lines, and even provided his services as the team’s kicker for one of the smallest schools in the state.
