The city of Statesboro and the Bulloch County government each have three members on the TAD Advisory Committee again after City Council replaced two appointees who resigned.
City Council in early December originally named business developer Doug Lambert, then-Mayor Jan Moore and District 2 Councilman Sam Lee Jones as its representatives on the advisory board for the Tax Allocation District for redevelopment of the South Main Street corridor. But Moore, whose term as mayor ended Dec. 31, bowed out of the committee, citing a potential conflict of interest.
Then Jones also resigned from the committee during the Jan. 2 City Council meeting, saying he shouldn’t serve on both the advisory group and the council. Although Jones said he was nominating Lisa Deloach, pastor of City of David Worship Assembly, as his TAD replacement, council members continued to discuss tabling the appointments.
After that discussion, the Statesboro Herald reported that both vacancies remained to be filled. However, upon reviewing a recording of the Jan. 2 meeting, city officials determined that Jones’ motion, including his nomination of Deloach, passed unanimously before a vote that tabled discussion of the other vacancy, City Manager Randy Wetmore said at the Jan. 16 meeting. So Deloach is Jones’ replacement on the committee.
Scott Marchbanks, owner of Frills by Scott, a business on South Main Street, was then unanimously appointed to fill the seat left vacant by Moore. District 1 Councilman Phil Boyum nominated Marchbanks during the Jan. 16 meeting.
So, the city’s three members on the TAD board are Deloach, Lambert and Marchbanks. The Bulloch County commissioners’ three appointees are Kendria Lee, Wayne DeLoach and Bill Herring, all named Nov. 21. The Board of Education would get to add three members, if it agrees to bring a portion of growth in its property tax revenue into the TAD fund, as is now being negotiated.
