The Ogeechee Judicial Circuit District Attorney’s Office announced Monday the creation of a Major Crimes Division dedicated to investigating and prosecuting the most serious and complex criminal cases in Bulloch, Screven, Jenkins, and Effingham counties.
In a release from the Circuit, District Attorney Robert Busbee said he has appointed Jillian Gibson and Matthew Breedon to lead the division.
“Both attorneys bring extensive legal expertise, a history of prosecutorial excellence and a deep commitment to holding violent offenders accountable,” the release stated.
“With the growth in the circuit and the increasing crime problem, a Major Crimes Division is long over-due”, said Busbee said. “A dedicated division allows the attorneys to focus and give much needed attention to the most difficult and complex cases that come through our office. Both Jillian and Matt are passionate and dedicated prosecutors, and I am excited to see them spearhead this new initiative.”
Gibson has been a prosecutor for more than a decade, serving as an assistant district attorney since June 2014.
Before transitioning to prosecution, she spent three years in civil practice. As co-chairperson for the Child Fatality Review Committees for the Ogeechee Judicial Circuit, she handles cases involving child victims.
She has successfully prosecuted several high-profile cases, including a triple homicide trial in Bulloch County in 2023 and multiple murder cases in Chatham County.
She earned her Bachelor of Science in Political Science from Georgia Southern University in 2006 and her Juris Doctor from John Marshall Law School in 2010. Beyond her legal career, she is a devoted wife and mother of two.
Matt Breedon has more than 20 years of prosecutorial experience. Before joining the Ogeechee Circuit, he served as the chief assistant district attorney for the Dougherty Judicial Circuit and the deputy chief assistant district attorney for the felony division of the Eastern Judicial Circuit.
He has worked as special assistant U.S. Attorney for both the Middle and Southern Districts of Georgia, as well as certification as a Gang Prosecutor by the National Gang Crime Research Center and being admitted to practice before the United States Supreme Court.
Additionally, Breedon is a legal instructor, teaching trial techniques, prosecuting gang cases and prosecuting organized crime and homicide cases both nationally and internationally. He earned his Bachelor of Arts in Biology from Columbus State University and his Juris Doctor from Mercer University and has been honored as Assistant District Attorney of the Year in recognition of his outstanding prosecutorial work.
