A man dancing in the streets, yelling at passersby and causing a scene Saturday was arrested after officers found he had a pocket full of cocaine, authorities said.

A second man who confronted officers was arrested as well after being subdued by Taser, Bulloch County Sheriff Lynn Anderson said in a news release issued Wednesday.

While on patrol around Georgia Southern University Saturday, Statesboro-Bulloch County Crime Suppression Team investigators saw Charles Mckenneth Kirkland, 20, of East Jones Avenue, "standing on the sidewalk at Chandler Road and Georgia Avenue" and appeared to be harassing pedestrians.

The man "was dancing on the sidewalk and in the roadway, stopping traffic," the sheriff said.

Kirkland "on two different occasions jumped out into the roadway, waving his arms in the air, making gestures which suggested his was trying to start an altercation," Anderson said.

He then "stopped a group of pedestrians, raised his hands and began to yell at them," Anderson said.

When investigators approached Kirkland, he tried to run, but after a brief struggle, officers detained him, the sheriff said.

He "was found to be in possession of multiple bags of cocaine packaged for resale," Anderson said.

As officers arrested Kirkland, another man approached and began yelling obscenities, the sheriff said.

Benjamin Collins Rivers, 18, of Centennial Place, "was heavily intoxicated and when investigators attempted to make contact with him, he fled on foot," Anderson said.

Rivers ran out into traffic and led investigators on a short foot chase, the sheriff said, adding that Rivers was subdued with a Taser and arrested as well.

Kirkland was charged with pedestrian on or along the roadway, pedestrian under the influence, disorderly conduct, obstruction of a law enforcement officer, possession of a drug-related object and possession of cocaine with the intent to distribute.

Rivers was charged with obstruction of a law enforcement officer, disorderly conduct, possession of a fraudulent license and underage possession of alcohol.

Both Kirkland and Rivers were transported to the Bulloch County Jail for processing.

The Crime Suppression Team, consisting of officers from the Statesboro and Georgia Southern University police departments and Bulloch County Sheriff's Office, made 27 arrests over the weekend.
