A teen who was arrested in early May on statutory rape charges is back in jail after a second offense with the same girl, said Portal police Chief Jason Sapp. Matthew Dean Norris, 18, of Old Portal Road in Portal, had been out on bond “a couple of weeks” after being jailed for the May 3 arrest on charges that he had sexual encounters at Portal Middle/High School with a 14-year-old girl when he reportedly committed the crime again. Sapp said that Norris met with the girl after his release, and the two, who claimed to be dating and “in love,” had sex again May 29.
