An elderly woman's EBT card was stolen, and her caregiver was later caught on video using the card, police said. Twila Ciara Cone, 25, of Julius Circle, is charged with five counts of financial transaction card fraud and one count each of financial transaction card theft and abuse, neglect or exploitation of the elderly or disabled, said Brooklet Police Chief Mike Buchan. Cone is being held without bond in the Bulloch County Jail.
